This Phantasy Star Online 2 techer build excludes the wind mastery side of the class. The build looks like this:
This build mainly uses a wand as a caster Techer. It obviously focuses on using your wand as your main striking attack and rely mainly on the boost that Fury Stance offers. Also, remember that the Wand Gear explosion is included as a striking damage and it also gets majority of the bonuses of Fury Stance despite of it being a T-atk. However, they don't get any physical attack bonuses, so expect that the tech portion will be short on physical damage.

Element Weak does apply for all striking and ranged damage but, it requires the right element on your weapon to do so and this may cost you a lot. Instead of wasting 25 SP on EWH, try to max anything which is good for a melee techer. Take for example longer Territory Burst which is good for mobbing and also, a longer Wand Lover could be a good news also for you as it makes boss battles a lot easier.

PP Restraint and PP Convert are not good for Te/Hu as a Techer without a Force sub for PP Charge Revival absolutely shutdowns your PP regen while casting. Good thing is that we only need those to charge up our Wand Gear or gather mobs using Zondeel. So basically, it requires minimum casting whereas normal attacks will be use often to help us manage our PP well. Wand Lovers is included as it's needed on times wherein Wand Gear is not practical to use use and, Zondeel will be utilize casually as it's not useful in some ocassions like boss fights.

Zan or Wind Spells are typically good to charge up Wand Gear in any given situation. The multiple blades will hit ay once when it's at close combat while it will spread out to hit multiple targets (atleast 2x) at range. Taking that to account, the build does not focus mainly on the actual damage on the techs, so yu can free up points from the Wind Mastery and distribute it to those more rewarding skills.

One point which could make you agree that this build is viable is the fact that Wand Gear explosion procs per enemy struck with the wand, and each explosion can hit all nearby enemies. Just imagine that if you cast Zondeel on 10 enemies together, that's 11 hits on each of them every time you swing. 110 total hits with one melee attack, as many as eleven tens is not bad after all don't you think?
